Q: 1. What is the Children & Family Services Center and how did it come about?

A: The proposal to purchase and build a children and family services center in uptown Charlotte was the result of a several-year collaboration by the leaders of nine private, non-profit agencies, which serve children and their families in the Charlotte area.  A 10th organization became a partner in 2004.
Q: 2. Which children and family services agencies are located in the building?

A: A Child’s Place, Children’s Law Center, Communities In Schools, Community Health Services, Community Link, Council for Children, United Family Services, Alexander YouthNetwork, Smart Start and Youth Homes, Inc. 
Q: 3. How were the participating agencies selected to be included in the new building? 

A: Representatives of these groups began meeting several years ago to explore common issues and opportunities that would enhance their services and outreach to children and families in Charlotte and Mecklenburg County.  A 10th agency bought into the partnership in 2004.
Q: 4. How do these agencies and their clients benefit from locating to the new building?

A:

* Reduced occupancy and administrative expenses, the savings from which can be allocated for children’s services.
* More stable leasing/occupancy arrangements.
* Improved communication and collaboration among the participating agencies.
* Reduced duplication of services among the agencies.
* Easier accessibility, with close proximity to health services, court systems, public transportation, etc...  Health services are also available in the suilding.
* Improved accessibility to families residing in the Uptown area who need children’s services (which supports City Within A City (CWAC) program objectives).
* More effective and efficient service delivery to children.
* “One-stop” convenience for families and children needing services.

Q: 5. Who owns and operates the building?

A: A legal non-profit 501(c)3 ownership entity was formed to oversee the leasing and operation of the building.  Its Board of Directors is comprised of representatives from the participating children’s services agencies and community leaders. 
Q: 6. How much did the building and land cost and who paid for it?

A: The land and building together cost approximately $12 million.  Of this amount, $10 million in donations and in-kind gifts was raised privately through a capital campaign conducted by a non-profit organization led by representatives of the participating agencies and other community leaders.  The land for the building is leased from the City of Charlotte for a period of 50 years.
Q: 7. Does the building house these agencies’ administrative offices only, or will services be rendered to clients at the facility?

A: All of the agencies relocated their administrative offices to the building, and some of them  also provide client services from the building.
Q: 8. Will other agencies locate to the building in the future?

A: Community Health Services, our 10th agency, became a partner in the collaboration in 2004.  Currently there are no plans at this time to include other agencies, although it is possible that others may be added in the future.
Q: 9. Are the building’s owner and board of directors involved with the programming and administration of the participating agencies?

A: No
Q: 10. Are there plans to consolidate and/or merge functions of any of the participating agencies?

A: No, however, the agencies have found several ways to work together to address common issues, save costs, and improve services.  Work continues for the agencies to find additional ways to collaborate.
Q: 11. Where is the building located?

A: In uptown Charlotte in the block bounded by Davidson, Fifth, Alexander and Sixth streets.
Q: 12. Why was this location selected?

A: Its close proximity to City Within A City (CWAC) targeted fragile areas (where many current and potential clients of the children’s agencies are located), and to other service agencies, court system, health services, and public transportation.  It was also chosen because this property and proposed site was vacant and available to be developed.
Q: 13. How large is the building?

A: The building is approximately 100,000 square feet of space on five levels.
Q: 14. Do the Children & Family Services Center agencies occupy the entire building?

A: No.  Three-quarters of the building’s space is being used by these agencies.  The balance of space is available to third parties at market rental rates, with 15,000 square feet currently remaining.
Q: 15. Who is responsible for maintenance and upkeep of the building? 

A: The participating agencies and tenants share in the cost of building maintenance and upkeep.
